Speech and Debater asked:

The U.S. federal government will enforce a free healthcare system to needy U.S. citizens. The government will create a new committee that focuses solely on healthcare. This committee will send their members to every state based on the estimate number of people without healthcare in that state. The more people who need healthcare in a state, the more members will be sent there. These members will oversee the healthcare project in each state. They will answer directly to the head of this new committee.
This is how the actual plan works. First, the people who want to receive free healthcare will apply for this healthcare system. The only way the people who applied can be denied is if they are not U.S. citizens or if they can afford healthcare on their own. This ensures that nobody can cheat our system. When accepted, citizens will receive a card that states that they have healthcare. Every three months, the accounts of the free healthcare users will be checked to see if they now violate
