How can our society allocate health care resources in an ethical manner?

There are so many issues surrounding Health care now such as “economic problem” of controlling health care costs, the “ethical problem” of distributing health care resources fairly among the members of society, and the “health policy” problem of determining the proper role of the government in regulating the allocation of health care resources and I can go on and on….
What kinda reforms can one propose to our health care system in response to this issue?

The government will have to stay as far away from it as it can. Take a look at medicare and that will prove my point.
