My employer promised HMO coverage 2 months ago, what can I do?

I was hired 5 months ago and my employer prmised when I was hired that HMO coverage would begin after 90 days. I still don’t have coverage.
I asked my employer who says they turned paperwork into the HMO and that i need to contact the HMO. I called the HMO who tells me it takes a long time to process and will not give me any kind of identification #. Meanwhile no doctor or pharmacy will see me without an id#. What are my recourses? I believe my employer turned in the paperwork several weeks late but I think the HMO is dragging as well.
